Paul Butler Associates Ltd obtained approval for the change of use of four floors of a vacant office building located in the heart of Manchester City Centre to create 27 studio apartments.
Permission was secured via the submission of a prior approval application under permitted development rights which were introduced by the Government in 2013 to boost housing supply.
The intention of the prior approval process is that it is simplified in comparison to a planning application, with the legislation requiring that only potential impacts relating to transport and highways; contamination; flood risk; and, noise impacts be considered by local planning authorities.
Acting as planning agent on the project, Paul Butler Associates also prepared a Prior Approval Evidence Statement which assessed the proposal against the prior approval criteria and established that prior approval should be granted.
